China imposes anti-dumping duties on imported PVC such as the United States, Japan and South Korea

From September 28 this year, China continues to impose anti-dumping duties on imported PVC originating in the United States, South Korea, Japan and Taiwan, with a three-year implementation period. The anti-dumping measures for imported PVC originating in Russia have been terminated since September 28, 2015.
On September 29, 2003, the Ministry of Commerce decided to implement a five-year anti-dumping measure on imported PVC originating in the United States, South Korea, Japan, Russia and Taiwan. The tax rate for US companies is 11%-18%; the tax rate for Korean companies is 6%-76%; for Japanese companies 7%-84%; for Russian companies 34%-47%; for Taiwan companies 10%-25%. On September 29, 2009, the Ministry of Commerce decided to extend the anti-dumping measures imposed on imported PVC in the above-mentioned countries and regions for a period of five years. On September 28, 2014, it was decided to conduct a final review of the case.
According to the announcement, since September 28, 2015, importers should pay the relevant anti-dumping duties to the Customs of the People's Republic of China when importing PVC imported from the United States, South Korea, Japan and Taiwan. The anti-dumping tax is levied at the customs value of the customs-examined duty-paid price. The formula is: anti-dumping tax = customs duty-paid price × anti-dumping tax rate. The import value-added tax is calculated at the ad valorem of the customs-examined duty-paid price plus customs duties and anti-dumping duties.
According to the announcement, from 2009 to 2013, the number of imported products originating in the United States, South Korea, Japan and Taiwan was 1,129,500 tons, 1,065,800 tons, 936,800 tons, 868,400 tons and 714,700 tons. From January to June 2014, it was 11.68% lower than the same period in 2013. The proportion of imported PVC originally exported to the above four countries (regions) to the mainland China accounted for 69.24%, 88.68%, 89.28%, 92.35%, and 94.04% of the total imports of China.
The demand for PVC in mainland China continues to grow. From 2009 to 2013, the apparent consumption in mainland China was 10.103 million tons, 11.764 million tons, 130.23 million tons, 13.085 million tons and 14.714 million tons. During this period, the PVC industry in mainland China suffered losses in a row, and the loss basically increased rapidly, from RMB -1.01 billion in 2009 to RMB -35.6 billion in 2013, and compared with the first half of 2014. The loss in the same period of the year increased further by about 12.2%.
