It was learned from the Shanxi Provincial Environmental Protection Department that Shanxi Province has made a 2018 action plan for the prevention, control of the three major pollutions of the atmosphere, water and soil, and further laid the "three major battles."
In order to further promote pollution control and achieve continuous improvement of ecological environment quality, Shanxi Province recently issued the "2018 Action Plan for Prevention and Control of Air Pollution in Shanxi Province", "2018 Action Plan for Soil Pollution Prevention and Control in Shanxi Province", "Action Plan for Water Pollution Prevention and Control in Shanxi Province 2018" ", comprehensive arrangements have been made for the three major pollution prevention and control work in 2018.
In 2018, the 2018 Action Plan for the Prevention and Control of Air Pollution in Shanxi highlighted the four major pollution sources of “industrial, coal burning, motor vehicles and dustâ€. The focus is on accelerating the elimination of backward production capacity and withdrawing excess capacity. In 2018, Shanxi's coal production capacity was 22.4 million tons, crude steel production capacity was 1.9 million tons, and coal-fired power plants were over 1 million kilowatts.
By the end of June 2018, VOCs pollution control in key industries such as coal chemical, fine chemical, packaging and printing, industrial coating and rubber product manufacturing was basically completed. Since October 1, 2019, the coking industry has implemented special emission limit standards for atmospheric pollutants from emissions of sulfur dioxide, nitrogen oxides, particulate matter and volatile organic pollutants. Before October 1, 2018, the coal-fired boilers other than cogeneration of 35 tons and below were basically eliminated in 11 built-up areas in Shanxi, and all coal-fired areas were built. The clean heating coverage rate was 100%.
In 2018, the work goal of Shanxi water pollution prevention and control is: the proportion of the water quality of the 58 surface water monitoring sections of the national examination is excellent (achieving or better than Class III), and the proportion of the water body section of the inferior V class is reduced to 17.2%. The water quality of centralized drinking water sources in districts and cities is more than 92%, or the proportion of water quality in the groundwater quality assessment points is controlled within 6%. All cities in the Weihe River Basin have completely eliminated black and odorous water bodies, and the proportion of black and odorous water bodies in the built-up areas of the remaining urban areas has reached 80%.
In addition, Shanxi will carry out comprehensive improvement of the rural environment of 600 villages, and strengthen the source of rural domestic sewage and tail water recycling. The prevention and control tasks include 49 items in eight aspects, and there are mainly five key tasks.
In 2018, in terms of soil pollution prevention and control, Shanxi needs to complete the detailed investigation of soil pollution status of agricultural land in the province, actively promote the investigation of soil pollution status of enterprises in key industries, and strictly follow key industries such as non-ferrous metal mining and mining, non-ferrous metal smelting and lead storage batteries. Other environmental impact assessment appraisal of construction projects that focus on pollutant control industry, control agricultural non-point source pollution, strengthen the recycling of pesticide packaging waste, and strengthen the management of irrigation water in agricultural land. On the basis of completing the treatment and restoration of 3,000 mu of contaminated cultivated land initiated in 2017, a number of contaminated cultivated land treatment and restoration projects will be launched.
