According to this request for comments, China’s distributed enterprises “can use photovoltaic power generation projects for land resources such as abandoned land, barren hills, slopes, agricultural greenhouses, mudflats, fishponds and lakes, and are connected to the grid at voltage levels of 35 kV and below. The project capacity (up to 20 megawatts) and the amount of power generated in the grid-connected transformer station area can be used to implement the local PV power plant benchmark price policy.

When the above policy is extended to various places, it will be adjusted. "It is possible to use 6 MW as a ceiling instead of 20 MW. Even if it is to implement a 6 MW scale, it should be considered as good news. “A deputy general manager of a listed company once told this reporter that such projects as greenhouses and fish ponds were previously classified as centralized power generation, and their size usually does not exceed 2 megawatts. It is difficult to obtain approval before this. Now that local policies have expanded the scale of such projects to 6 MW, and they are distributed, they can be submitted for approval and approval.

According to Ding Wenlei, executive director of Hangchu Solar Energy, “The new policy can be understood as follows: If a distributed project can be used for self-use, that is to say, self-use plus excess online access (the price of excess electricity goes online); if the project cannot be spontaneous, it will all be done. The ground power station price is also the benchmark price.” He said that if a fish pond distributed photovoltaic power generation is constructed in Zhejiang (for self use), then according to the New Deal, the surplus net income rate will increase by more than 14% (from 0.875 yuan/ Kilowatt-hour, up to 1 yuan/kwh. "The biggest benefit is that investors, EPCs, and consumers will be more motivated by distributed projects."

At the same time, if the consultation draft is similar to the one that is about to be issued, the incentive clauses of financial institutions such as banks will also be included. According to the Exposure Draft, the state encourages financial institutions such as banks to combine the characteristics and needs of distributed photovoltaic power generation, implement preferential interest rates for distributed photovoltaic power generation, and extend the ** deadline.

Although many listed companies currently choose to use ** and sign a package cooperation program with China Development Bank to obtain funds, they are still more expensive than banks. If commercial banks can liberalize under this clause, increase the credit line, and support the project, the development of distributed photovoltaic business will also be faster.

A source of Jinko Energy said that it takes some time for the bank to adopt the distributed generation model. “Although some banks have already granted credits to enterprises, they still approve the allocation of cash on a project-by-project basis at the lending stage. The bank will not give you a large sum of money at one time, so you can use it at will.” Say, distributed project investment is not a small number, a 6 MW photovoltaic project, with a total investment of 4.8 to 5.4 million.
