Polysilicon double reverse preliminary ruling delayed imports or new high in April

China's polysilicon double-reaction investigation against the United States, South Korea and the European Union will delay the release of the preliminary results.

On April 3, a person familiar with the matter told reporters that the polysilicon double anti-reverse of the above three places was originally scheduled to be released in early April. The previous investigation has been completed, but will be postponed until June, and will be announced again. Final judgment".

Behind the double-reverse preliminary cut, polysilicon imports have continued to hit new highs. According to the latest statistics of the General Administration of Customs, China's polysilicon imports in February 2013 was 7,991 tons, an increase of 17.7% from the previous month and an increase of 4.9%. China Nonferrous Metals (Market Zone) Industrial Association Silicon Branch (hereinafter referred to as the Silicon Branch) further tracked that February is also the month since 2011, with the largest number of imports per month except September 2012.

A polysilicon executive expressed concern about this. The delay of the double-reverse will cause the international giants to expand the dumping scale to China. In April, imports will hit a new high, while the domestic polysilicon industry will invest up to 160 billion yuan. "This will make some Investment is in the east."

Data show that China imported polysilicon from the US in February at $12.57/kg, only about half of the same period last year. In addition, the amount of polysilicon imported from Germany increased by 91.9% in February, soaring to 2,713 tons, while the price also fell to 21.6 US dollars / kg, down 13.6%.

Ma Haitian, secretary-general of the Silicon Industry Branch, said that from the situation of the increase in the price of imported polysilicon in February, the foreign dumping behavior against China has not been effectively suppressed, but it has become increasingly rampant.

"Germany's WACKER imports the most, and last year Wacker came to lobby Chinese companies, so some purchases of the United States and South Korea turned to WACKER." The above polysilicon executives read.

In contrast to the surge in imported polysilicon, domestic polysilicon production has fallen sharply. According to the statistics of the Silicon Industry Branch, domestic polysilicon production in the first quarter is expected to be less than 10,000 tons, down more than 50% from the same period last year.

The Silicon Industry Branch believes that there is no excess of domestic polysilicon production capacity. In contrast, the effective production capacity of polysilicon still cannot fully meet market demand. The supporting data is that the domestic polysilicon production capacity was 190,000 tons/year in 2012, and the actual production, import volume and demand were 63,000 tons, 82,000 tons and 150,000 tons respectively. However, considering the price adjustment of this round, the production capacity that can survive is only 100,000-140,000 tons.

Zhu Gongshan, chairman of the board of directors of Poly GCL, the largest polysilicon enterprise in China, said: “Polysilicon 'double anti-' is not to protect backward production capacity, but to protect the sustainable development of China's basic materials (market area) and ensure the domestic PV industry raw materials. Adequate supply and stable market prices, rationalize the market order of the domestic photovoltaic industry."
