Since 2011, the Ministry of Land and Resources has twice issued bidding methods for shale gas exploration. The second round of bidding attracted nearly three major state-owned oil companies as well as private enterprises, local state-owned enterprises and non-oil and gas central enterprises to participate in the competition.
However, it is worth noting that although the enthusiasm for participation is very high, it is reported that the second round of successful bidders have not started exploration, and some enterprises have even retired.
According to industry insiders, due to the high cost of shale gas mining in the early stage, the payback period is longer. Moreover, the geological features such as landforms and underground structures in China are complex and difficult to explore. Even for large companies with strong strengths, the right to explore has become a "chicken rib", tasteless, and a pity.
Therefore, the industry is generally concerned about how many companies will be attracted to the third round, and whether there will be foreign capital.
In this regard, Zhang Dawei said that he strongly supported the shale gas bidding to be released to foreign capital, but whether the third round of bidding can be released is not yet determined.
In addition, Zhang Dawei said that it is estimated that by 2020, domestic natural gas consumption will reach 380 billion cubic meters, domestic conventional natural gas production will be 200 billion cubic meters, and the supply and demand gap will reach 180 billion cubic meters. If the shale gas production reaches 100 billion cubic meters by then, Shale gas will account for about 26% of natural gas consumption and become an important pillar of China's natural gas energy.
